That's just what comes up.
I’m not doubting you but all my “business lowest” (generally TATL P fares) say refundable with a penalty. Generally the penalty is $500 or $600. I did get the penalty removed at the beginning of the lockdowns but it was a struggle to get there.
These are starting in Europe though.
I got a couple P ones Calgary to Asia which have a CAD 500 change fee and a CAD 600 cancellation fee.
