That's where it happens to me, OUTSIDE of Mexico at the Airport when I'm checking in to fly to Mexico. If I didn't read your comment correctly, then disregard and I agree with you that the travel information is collected at the departing airport outside of Mexico, which it has always happened, at least for me.
