Is there a rhyme or reason as to why some Flex fares have change fees or others don't?
For International Flex the AC website states a change fee
may apply. Not very useful. There was a similar discussion somewhere else here, but I can't remember where. I can only surmise that market conditions/competition makes AC adjust this from time to time. At least you read the fare rules to ensure you know what you are getting, and hopefully save them for future reference in case of a dispute.
