They have offered to forward the case to this small provincial city, so all-in-all, not a terrible result. I will claim with travel insurance, presume no chance of reimbursement from BA. I did take a photo of the bag as I left it outside check-in at the BA Club section, which the China Eastern rep took a photo of on his phone.
Presuming it was all on one ticket, your case for any expenses is with China Eastern rather than BA. The carrier that was meant to give the bag back to you is responsible for getting it to you and dealing with any expense claims. They may then claim this back from BA who may then have a fight with LHR for the money but that’s for them to deal with.
