Culturally people in the US do. So things that have civil penalties, like speed limits, are “lessor” laws than criminal things.
From a US-centric perspective, yes, the imposition of mandatory chimes in the car is perplexing. It’s telling me to follow a law that I don’t have a lot of inherent respect for (again, coming as a US citizen and not intending to say that my way is the right way… just explaining a POV). We not only don’t have that, but I imagine we’d be able to permanently disable it from the car menu if we did have it.
Again, y’all can do your own thing… Clearly the priorities are different for the citizens of your country than they are for mine. I can dislike this rule, but as been pointed out above, it’s one I need to follow to be a good citizen.
