That may be so, but in this case your passport photo (and most of the reports above are for international flights) is encoded on the passport's chip locally, so no sale or purchase of info (voting history or other) is needed or likely involved in this particular use...

The same is true for TSA's ID scanners -- the DL photo is encoded on the license and available to the scanner.
