Always struck me as a slightly odd decision - why pay for it at all if most of your passengers don’t know it’s there and won’t give you credit for it?

If they wanted to limit/slow down consumption at least have some signs telling people they can ask.

It’s also the one thing passengers can’t really attempt to take with them.
