In my experience, HAL pays no price for these issues. Airlines, and therefore the passengers, still pay the 60p (or whatever it is) charge per bag even if there's been an outage. And you can bet that the any capital expenditure incurred by HAL to make good to the system are subsequently recharged to the airlines. I'm not close to these issues anymore, but that was the case pre-Covid.
Likely to still be same. Airports should have a contractual obligation to reimburse airlines for systems issues that are the airport’s responsibility.
That might force HAL to finally step up and take measures to reduce the frequency of the baggage system outages that keep happening.
