Well, dear Clarkson would have complained at the mere suggestion of anything that could limit him. There could have been one speed camera in the entire UK and it would have been enough for him to complai about. That's part of what made him entertaining at first, though tiresome later.
The main difference between Europe and the US is that speed cameras is a national decision in Europe, whereas it seems to be (and correct me if I don't grasp that detail correctly) not even at state level but down to county levels in the US. So you can have Miami Dade county having cameras but neighbouring Broward not having them. I never drove in Broward County so don't know what they do.
State law has to allow it and then it's up to local governments to place them (cities, towns, and counties).
