I'm surprised they are still flying VCE in the summer on a 767. When I flew it a couple years ago, it was on a 772. Would think they would have zero issue filling more capacity to it.
772 pool is limited (there was another thread that talked about engine issues/shortage with the P&W variants), so perhaps other routes have higher priority.
Alternatively perhaps they are working with local Venetians and helping the limit of over crowding by tourists
