What rules are being made up by the hotel? Hilton's terms and conditions are written with such words as "May" and "Based on Availability" and "May Include" or "Space Available Basis" or my favorite, "Subject to the Discretion of the Hotel". I also see the word "Exclude" but I can't seem to find anything with the word "Guarantee" or "Must". The point is, any hotel has the flexibility to do as they see fit with their inventory & upgrades. This isn't new.
