When I need to work up in the air, I always take the normal package (plus, the streaming package is more and more often not offered).
It is enough for office work when jt works. I just wouldn't use it for screen sharing.

I didn't find it route dependant, more time dependant. It's quite slow during day flights; but super fast at 3am; origin-time. My guess is it depends on how many pax are connected more than where the plane is (aside from banned airspaces of course).
