I inventory is pretty rare so that may be why you're not seeing it.

Yes, if you are looking to economize and are willing to be on separate reservations you should book as many people as possible on the lower fare bucket.

In the example D is at 3, so if you had a party of 5 you would book 3 into D, then book the remaining two into C. You need two PNRs not 5 separate ones.
