This! The point of enforcement has always been at check-in in a foreign country for your flight to Mexico. The check-in agent sees that most visitors to Mexico have a return ticket. If not, there's where you'll be questioned, and you'll need to answer to their satisfaction how you intend to leave Mexico.
Not actually. In my case they always screw up that part when I leave the USA. They just ask me when will I return and I always give them a date 6 months in the future. I've told them I'm a permanent resident but they don't even care to listen or even accept my residency card. They still ask when I'm returning. 🙃 This is on Delta/Aeromexico.
