This! The point of enforcement has always been at check-in in a foreign country for your flight to Mexico. The check-in agent sees that most visitors to Mexico have a return ticket. If not, there's where you'll be questioned, and you'll need to answer to their satisfaction how you intend to leave Mexico. If you can't, you won't be allowed on the flight.
That's always the way it's been in the past.
