Daytime flights to TPE is typically for passengers that terminate at TPE (e.g. XXX-PHX-TPE) and not to Southeast Asia, so WN connection at PHX works for that kind of itinerary - i.e. think US point of sale from non-gateway cities to TPE, or TPE point of sale to non-gateway cities in the US.
And if people really want to do double connect to SGN via WN/CI, they can still do it on CI's LAX/ONT/SFO/SEA night time flight, just not via PHX.
