In plain English, something that has expired is no longer "valid". You're extrapolating from one case where photo ID isn't even required to assume that something expired is generally "valid".

That page doesn't specify that a passport has to be within its expiry date to be valid, but do you really think an expired passport would be generally acceptable to enter Canada, or for a Canadian to travel elsewhere? Of course not, because it's expired.
