I would ask what is the purpose of a state ID. I assume there are some state services that can be accessed using a state ID and the expiry date is used to confirm you are still qualified to receive those services (ie. paying taxes in that state, etc.)?

Regardless, as I stated, having worked a few elections, it is clearly stated that an expired official government document is accepted form to identify a voter. I do not stop being P Leblond because my driver’s licence expired.

One could further argue that if the document is expired for several years, the picture might not reasonably resemble the user, but the same qualification must be made for a valid document. If I have your boarding pass and your valid drivers licence in hand, I should surly not be allowed to board.
