An expired driver's licence just means the person is not permiited to drive under that ID, it does not mean the person is no longer identifable with it.

Same applies for a passport. An expired passport still identifes the person, however it may not allow them access to a foreign country.
So why does my State ID (not a DL) have an expiry date? What exactly expires on that date?
