I disagree. The ID is valid and identifies the person. One can use an expired ID to identify oneself to vote in Canda, for example.

An expired driver's licence just means the person is not permiited to drive under that ID, it does not mean the person is no longer identifable with it.

Same applies for a passport. An expired passport still identifes the person, however it may not allow them access to a foreign country.
