... and yes I realize it is her Canadian passport that is the valid ID in this situation.
Technically, dual nationals can do that to enter Canada as well. There's also a special authorization form from Global Affairs Canada to allow travel on the foreign passport, if you don't have the canadian passport with you but have held one in the past.
