My YUL-DUB (PYF) just cleared 14 days out (9's everywhere on EF since I booked), my 3 other TATL flights this year (PYE however) cleared at the gate.
I think it is summer more than anything else.
I have a similar datapoint for YUL-LHR, booked PY Flex, both inbound and outbound were 9's everywhere (except R, or course) , but still didn't expect instant upgrade, but almost as soon as I hit "Buy" got the "Wait is over" text for both outbound and inbound, with departure 4 weeks from today. Summer seems soft for Trans Atlantic - CDG was as cheap in J as the LHR route in PY.
