A topic for further discussion is that what determines whether an arrival is "clean" or "dirty"? I mean are the security screening standards in Japan so much worse when compared to for example Singapore that all Japanese arrivals must really go through transfer security while Singapore arrivals just waltz straight to the terminal area/concourse (NOSE, pre-immigration, of course)?

If my memory doesn’t fail me, I recall seeing a list somewhere of new countries considered for One Stop Security with Japan being a candidate.
Even funnier is the logic at IST. Schengen EU arrivals are clean but places like Switzerland are not. The Turks failed to consider that someone can fly ZRH-EU-IST and not be re-screened…
