Just put your FIL on upgrade waitlist. The upgrade availability is not the same as F bucket. It uses the A bucket and is not the same as cash A bucket.
Am I able to put him on the wait list if his Qatar number is the FF on the ticket and the miles are coming out of my JAL account?
When I called I got a very nice lady that told me it was definitely possible to upgrade from my account but she did not offer to put him on a wait list, just told me to call back.
