That's not quite how it works. If a law is deemed unjust or unreasonable then it can be repealed if successfully challenged. I guess speeding laws don't fall into that category, I wish they did.
Unfortunately Brits are too docile to challenge speed cameras.
I would certainly be interested to hear the basis on which you think you could bring action to repeal legislation relating to speeding in the U.K.
