Having had my share of foreign traffic tickets, I can attest to the difficulties of driving in a foreign country and not seeing signs for access, speed, turn permission, parking etc. Especially when a foreign language is added. Though I paid the fine and did not complain. When in Rome and all.

Two notes.

OP seems to indicate that they were charged a processing fee for having passed on the information to the police. That I find interesting and would be seriously annoyed by this.

I consider that a traffic camera is installed for public safety under 2 conditions: In areas where there is an increased risk of or a history of accidents, and only if clearly identified to drivers in advance. There are substantial number of places where driving above a posted speed limit is quite safe and an equivalent number of places where a posted speed limit is arbitrarily and safety was never considered as a factor for said limit. Thus, in any situation outside of what I described, a traffic camera is simply a mechanism for collecting additional revenue and not intended to reduce harm.
