Using miles for upgrades will rarely be a good value proposition. The idea is to get people to burn miles for open premium seats that might otherwise be used for complimentary upgrades. There will be some takers, just like the very few that bite on a $1003 upgrade charge for MIA/DCA.
IMHO - As long as the frequent flyers don't bite on these miles for upgrades redemption, it is a net benefit when considered in isolation.
People burning their miles on upgrades from MIA-MCO or LGA-DCA will reduce the amount of miles chasing international J awards.
If elites start saying 'well the odds of me clearing the upgrade waitlist is low, so i will pay the miles to jump the waitlist' ... eventually all free upgrades go away.
