they have probably already the algorithm to check M&M accounts for tickets that qualify for a completed challenge (without flights taken). they need it as kpi to track the promotion.
then it's very simple to see how many people would qualify. most likely many more than they expected.
and probably seeing that the average ticket spend per account is much lower than they expected. (never underestimate travel hackers
