This announcement leaves a negative feeling.

I'm fine with them ending the promotion early, but everything spelled out. It certainly isn't anywhere close to SAS generosity of terms.

The "local time" fine print was added sometime after on July 9 00:00 Turkey Time.

Agents don't seem to know the difference between 00:00 and 23:59. 00:00 would have occurred at midnight/already happened and 23:59 means you have until the end of the day to book all your flights.

Regardless, because they can foresee participating from North America would be high, they could have at given one calendar day courtesy even if they make it 23:59 Turkey Time. Doesn't have to be a full 24 hrs. Just enough time where there is NO ambiguity.
