I don't know how the cleaned-up/sanitized version of the Priority List that the general public can partially view is structured (behind the scenes in native Sabre, it's just one Priority List) but on the full Priority List employees traveling for pleasure on personal standby passes are on what would be considered the standby portion of the list at priority code D1, D2, etc.
regardless of desired cabin and not the upgrade portion of the list.
