Dollar is owned by Hertz, but they have their own facilities and rules. It looks like you can skip the counter if you're a member of their ExpressRewards program (more details here towards the middle of the page: Dollar Express FAQ | Dollar). If you book third-party (Costco, etc.), you might not be able to, though.
