Yes, the end of October is when the T3 entrance to Departures security moves over to what is now T1. From then the temporary Hangar Lounge will close and passengers departing from both T1 and T3 will have access to the Escape and Aspire lounges in T1. Whether BA will have moved to T2 by then, well, I suppose it's possible - at least that is the plan.
My next BA departure from MAN is in November, but BA has helpfully just moved it from a 06:00 departure to 05:40, so I doubt I will be concerned about lounges or anything else at that point.
