I will probe a little further at the next meeting in September, but bear in mind here the focus will be on main security rather than the small number of people (somewhat over-magnified in this forum) using TFW/Gold/Windsor.
The new CT scanners take up a lot more space, and there is / was quite a fair bit of congestion - people's bodies - in the area just around security. It is actually the case that usage of the repack areas has fallen off like a stone since CT was introduced, you can just see what it is like now compared with 2 years ago. So having real estate tied up in such a space critical and congested area has to be justified by usage, usage which is significantly less than it used to be. Basically HAL wants people out of that area ASAP and to maintain flows, rather than encouraging a repack which is no longer needed. I've seen stats that shows that passengers' reaction to the security process is trending in quite a positive way, compared to when it took a big knock after the partial reversal of the liquid rules. Part of that is getting the security experience over quickly, which HAL has managed to do for non status travellers, and that quickness partly involves getting people out of the area.

I still think this is an example of overthinking resulting in an unnecessary outcome.
