Delayed/lost luggage compensation

Not stricty an EC 261/2004 problem, but my luggage delivery is being delayed, and I find myself in a more complex situation than what I'm used to. I'd be happy to hear advice about the best way to be compensated.

I was travelling from Europe to Asia on an AF ticket. The last leg of my journey, initially planned to be on KE, was replaced by a flight on SQ after an irrops. One piece of my luggage has not been delivered to my final destination. I did the paper work with SQ upon arrival and, after 3 days, SQ can't predict a delivery date. World tracer service says my luggage can't be located.

I'll be changing city every 3 days during the next 2 weeks. At this pace, I'm rather pessimistic about the possibility to have this luggage delivered to me soon. I'll return to Europe in 2 weeks.

So far, I've bought locally the most urgent things to be clothed and clean (for EUR 300), but now I'd like to enjoy some comfort with a new luggage, more clothes, and other things I was expecting to travel with (including presents for the people I'll meet), in the EUR 1000-2000 range.

My questions are rather simple:
- Which airline should I contact to ask for compensation? (I tend to prefer AF as I hold status, and I've given them a fair amount of money for this ticket!)
- What level of compensation can be expected for a long delay? Is EUR 2000 unreasonable?
- When does a delayed luggage become lost? and does that change something in terms on compensation?
