Country of Residence has long been accepted as Country your BA(E)C account is registered in on this forum. So in the case above the rules do prohibit DUB-LHR-JFK-LHR-DUB being counted for a UK BAC account as it contains two departures from the UK. If the account was registered in Ireland then it would be ok.
