I'm not sure exactly what the hours are and whether they were stepping towards what's in the OP by July, since I haven't tried to call in right around closing or opening time, but several times in late May, I was able to call in well after the historic closing time of 10PM Mountain (usually I was calling in the 11PM to midnight hour), and was extremely happy that I was able to do so.
