Thanks emcampbe. Most appreciated. I didn't book the flight. It was booked by SATO, which handles military travel with government rates. As a STAR* , I'm assuming I can check in with the "elite". I will ask anyhow. You never know what can happen.

short of IRROPs, there is no reason they would have to do it (without a fee) - 63 minute D-D is within MCT at IAH. So you can ask, but the answer is very likely no, but it could be yes. If there is higher inventory on ORD routing, you can certainly make the change paying the fare difference, but that might be your only option (and you’d be able to make that change anyway online, and likely the sooner the better as last minute fare diffence, especially ex-Canada can get very high - who knows what inventory is left at that point?).

as a frequent traveller in and out of YYZ, I will say that the check in area (for non-elites) is designed for check in at the kiosks and you don’t see an agent until/unless you are dropping off a bag, and second that the staff there are contract, and so, typically will have less leeway/threshold to go above the rules in normal ops, which is what you are asking them to do (unless you are ok to pay the fare difference, but I don’t think that’s what you are intending, correct?). I suspect you booked the IAH routing since it was cheaper, even though you are relatively uncomfortable with the time. All of us here have to balance schedule and budget, so I think most of us get it, but the decision you make is the one you have to stand by, short of making a change with the fare difference.
