This could still be true. There are different kinds of assistance. They could bring someone by wheelchair to the aircraft door, and then the person walks onto the plane and to their seat. Usually such pax are preboarded, but not always.

As this is a wetlease operated by IB, AY probably relies on info they have gotten from IB and I would not trust IB at all here, but I would also have nothing to prove them wrong...
