I don't know when exactly you received resolution for your previous flight, but I would remind you that second part of 2022 saw record low exchange rate EUR/USD, so if you received $800 voucher in 2022 it might actually be the same value of 800EUR then as now.
The previous cancellation/compensation experience had been in the summer of 2023, so not long after the time period you mention. So, yes, that might be the reason why!
I also received an email earlier today informing me that my upgrade refund has been approved, so it's possible that the $940 voucher didn't reflect compensation for that inconvenience as well.
