Well, at least TK (the only times I ever cancelled a flight within 24 hrs after booking) manages do differentiate. The flight from CPH to DAC via IST was NOT cancelable for free within the 24 hours window and I paid the cancellation penalty, for the flight to SFO via IST it worked without issues. Recent experience from Feb/March this year.
