A mix up of passports between my O/H and their friend on a trip to Dublin in March of this year meant the friend tried to board a BA flight to LCY with my O/H's passport and was denied boarding. They had their driving license, but the EI ground staff insisted they must have their passport (the DL was an American one). After a mad dash to the airport and the EI ground staff switching the friends flight from LCY to LHR to give them more time (it was the last BA flights of the day to each airport) they managed to switch passports and all worked out, but EI ground staff were strict on the passport rule!
