In answer to your question, as another lowly WP I'd imagine both CL and P1 would trump us emeralds, and with seat selection not guaranteed that gives Qantas flexibility to make such changes. To minimize the chance of changes with Qantas I believe it's best not to pre-select the front rows in each cabin class.
As a P1 I have asked in the past to access seats that were already occupied (bulkhead, exit row). Never got it.
