Have not been since before COVID so (a) no clue on hard product maintenance and (b) cannot comment on changes in operations since the internationals were kicked out.
We stayed at the PH in Moscow and really enjoyed the location. Room was fine - not as nice / polished as the top-tier Park Hyatts around the world and the spa / gym was a bit odd, but did have a great view with those slanted windows.
In Moscow we stayed at the Belmond and we still talk about that breakfast buffet. We also had a room with a balcony which was not worth much in November but for you in August may be a nice plus.
