I believe that upgrade certs not being available for award flights is a bug. Award flights remain eligible to use upgrade certs. You should be able to call and have the cert applied to the booking.

So you're saying if i book a flight in PS cabin with wording like "Delta One upgrade available for RUC or GUC", then i can use my RUC to upgrade from PS to D1 immediately after booking?
