It specifically mentions downgrade on their link in the paragraph, but I believe (as you said) they seem to lump it all together. EC261 has different compensation for downgrade, which makes their website misleading (big surprise, ha!).

On the page the big heading is "Compensation for cancelled or delayed flights"
and the form does only have options for delayed, cancelled, diverted, missed connection, denied boarding, or overbooking - np option for downgrade
The paragrapg at top of page where it does reference downgrading is a factual statement that indicates entitlement under article 7
It would perhaps make sense not to reference downgrading, but I think it is a bit of a stretch to say it is a misleading website. I would say it is a lot better than many airlines in that it has a clear easy way to claim for delayed or cancelled flights - as well as giving an option , which some might prefer, of a higher voucher offer or FF miles
