On the page the big heading is "Compensation for cancelled or delayed flights"

and the form does only have options for delayed, cancelled, diverted, missed connection, denied boarding, or overbooking - np option for downgrade

The paragrapg at top of page where it does reference downgrading is a factual statement that indicates entitlement under article 7

It would perhaps make sense not to reference downgrading, but I think it is a bit of a stretch to say it is a misleading website. I would say it is a lot better than many airlines in that it has a clear easy way to claim for delayed or cancelled flights - as well as giving an option , which some might prefer, of a higher voucher offer or FF miles
