Some intrepid investigative journalist or Flyertalker should rent a Hertz vehicle in ATL or another location with the system, then “damage” the rims and bumpers with non-permanent markers and see what happens upon return.
That is similar to my concern with dirt or marks which are other than "damages" and I assume no definition as to normal wear and tear.
Not a frequent renter but have already started to switch to Avis which has saved me a few dollars too.
