Ah, unlucky. Maybe you can get it done at FRRO Delhi if you happen to be close to them. I've heard from few people in Mumbai that it was easy process at FRRO. I'm not sure if the location selection in the portal matters.
I tried to change the Bio-metrics appointment location from the airport to the FRRO office but the earliest date it was giving me was the 29th of July. I reached out to a contact at the FRRO & he managed to get me an appointment for today. Went in during the afternoon & we were done in less than 5 minutes.
