Last minute business travellers are not really the group affected by this. Booking within the last week or so the tickets are usually flexible in themselves so you don't need the 24 hour cancellation.
To be fair, DL will continue to sell non-refundable tickets in the week before departure (they have non-refundable fares in basically all fare buckets).
