I had a long (self)-connection at Dub last month. Was travelling Man-Dub-Jfk with transatlantic leg in Aer Lingus J. Arrived in Dub around 9am, absolutely no issue dropping bags off straight away at the business class check in desks for our 16:45 departure. Based on my experience, I suspect you can drop them off any time on the day of travel and not just from t-3.5 hours on.
