So how is this going to work with some locations having these tunnels and others not?

Say a car first gets rented at a tunnel location, so an initial scan is performed. It then moves through the system and doesn’t get scanned for multiple rentals, before getting returned by some unlucky renter at a tunnel location. A bunch of scratches are detected that weren’t on the initial scan. Is the last renter now responsible for that damage?
